I know the rest of the world switches commas and decimals but if he is stating his price in USD you might want to take him up on that $25 dollar deal even if you have to go to the tenths of a cent position :)
I have a blog friend who recently bought a domain for $20 after having been told it was worth thousands.
Also, this character trying to sell you the domain seems to have written his own Wikipedia page. So weird.
